Mr. Preston studied in Leningrad, U.S.S.R. in 1989 as part of his undergraduate education. He earned a Bachelor of Arts in Russian Language and Literature from the University of Tennessee at Knoxville. Mr. Preston has been engaged in international business continuously since that time. Mr. Preston has practiced law in the U.S. and the Russian Federation for over twenty-one years. In this time he has had the privilege to work on various legislative bills in Russia, some of which have become law, as well as represent a U.S. Congressman on different matters ranging from business matters to actions before the Federal Election Commission (FEC). He is a member of the Association of Russian Jurists as well as holding licenses in the United States Supreme Court, Sixth Circuit Court of Appeals, multiple federal district courts, and the Supreme Court of Tennessee.
Mr. Preston has served as an election observer in three Russian elections: the 2011 Parliamentary Elections, the 2012 Presidential Elections and the 2016 Parliamentary Elections. In 2012 he was the Chairman of the Independent Foreign Election Observers for the Presidential Election which Vladimir Putin won handily. As a result of his legal work in Russia, he is honored to have been awarded the Nikolai Girenko Award for his contributions to Russian Civil Law. Additionally, in 2014 Mr. Preston was awarded the Order of the Russian Nation for his contributions to Russian-American relations by the Russian Senate.
